Feeding

When I was in primary school, we were taught to support wild birds that happen to be in town during wintertime. In the class we used to cut empty milk packages, put in some seeds and hung those feeders on the balcony or in the nearest park. Some people, as I found out, still do it - like an elderly lady living in the next door building. She also keeps a piece of lard at her balcony since chicadees are very fond of it (in this picture you can actually see them having lunch). I don't think, though, that lady's neighbours really approve of her hobby but what they can do to stop her?
